The problem for Germany is that Europe has a two-speed economy which is growing at the centre and shrinking at the periphery. If Europe's "budgetary sinners" are going to be bailed out by Germany, they will have to impose austerity measures, says Quentin Peel. And that, he warns, could undermine the stability of the euro, on which Germany so relies.
